Syllabus scope: Uploaded UGC NET Economics syllabus, Unit 1 में Pareto optimality, Kaldor–Hicks, wealth maximization, fundamental welfare theorems और social welfare function स्पष्ट हैं। UP PGT syllabus में Welfare Economics की अलग heading नहीं; consumer surplus, market theory और Public Finance के maximum social advantage से connections हैं। Advanced social-choice और mathematical sections NET की extra depth हैं।
25 Easy • 25 Moderate • 25 Hard • 25 Hardest; चार options, answer और explanation।
1. Basic ideas: Positive, Normative, Efficiency, Equity ⭐
| Concept | Easy meaning | Example / trap |
|---|---|---|
A criterion / value judgment चाहिए।
| Equal income, equal opportunities और need-based distribution अलग ideas हैं। |
| Economic welfare | Economic activities से जुड़े well-being का हिस्सा | Money income useful indicator है; happiness का पूरा measure नहीं। |
Old welfare economics: Marshall–Pigou tradition; cardinal utility, money measures, national income/distribution और कई arguments में interpersonal comparisons। New welfare economics: Pareto
| Economist / year | Book / original publication | Exam association |
|---|---|---|
| Jeremy Bentham — 1789 | An Introduction to the Principles of Morals and Legislation; printed 1780, first published 1789 | Utilitarian tradition; overall happiness / utility। Modern additive SWF इसका simplified economic representation है। |
| Vilfredo Pareto — 1906 | Manuale di economia politica, original Italian edition | Pareto optimality / ordinal approach की standard association। |
| A. C. Pigou — 1920 | The Economics of Welfare; earlier Wealth and Welfare, 1912 | Economic welfare, private–social divergence, externalities, corrective intervention। |
| Abram Bergson — 1938 | A Reformulation of Certain Aspects of Welfare Economics, QJE 52(2), pp. 310–334; author name in original record: Abram Burk | Explicit social welfare function / value judgments। |
| Nicholas Kaldor — 1939 | Welfare Propositions of Economics and Interpersonal Comparisons of Utility, Economic Journal 49(195), pp. 549–552 | Winners की potential compensation क्षमता। |
| J. R. Hicks — 1939 | The Foundations of Welfare Economics, Economic Journal 49(196), pp. 696–712 | Losers की ability to bribe winners to prevent the change वाला compensation test। |
| Tibor Scitovsky — 1941 | A Note on Welfare Propositions in Economics, Review of Economic Studies 9(1), pp. 77–88; original spelling T. de Scitovszky | Reversal problem; double criterion। |
| Paul A. Samuelson — 1947 | Foundations of Economic Analysis | Bergson–Samuelson welfare framework; welfare optimum का formal analysis। |
| John F. Nash — 1950 | The Bargaining Problem, Econometrica 18(2), pp. 155–162 | Product of utility gains over disagreement point। Nash bargaining ≠ non-cooperative Nash equilibrium। |
| Kenneth J. Arrow — 1951 | Social Choice and Individual Values | Impossibility theorem / preference aggregation। |
| Paul A. Samuelson — 1954 | The Pure Theory of Public Expenditure, Review of Economics and Statistics 36(4), pp. 387–389 | Public-good efficiency: sum of marginal valuations = marginal cost। |
| R. G. Lipsey + Kelvin Lancaster — 1956 | The General Theory of Second Best, Review of Economic Studies 24(1), pp. 11–32 | One unavoidable distortion |
| John Rawls — 1971 | A Theory of Justice, first edition | Justice as fairness; least advantaged की स्थिति। Textbook maximin SWF simplified representation है, पूरी Rawls theory नहीं। |
| Richard A. Posner — 1979 | Utilitarianism, Economics, and Legal Theory, Journal of Legal Studies 8(1), starts p. 103 | Wealth maximization in economic analysis of law; willingness to pay, total happiness नहीं। |
Memory chain: Bergson 38 → Kaldor/Hicks 39 → Scitovsky 41 → Samuelson book 47 → Nash 50 → Arrow 51 → public goods 54 → second best 56 → Rawls 71।
3. Pareto Improvement और Pareto Optimum ⭐
Pareto improvement: किसी feasible change से कम-से-कम एक व्यक्ति better off हो और कोई worse off न हो।
Uᵢ(y) ≥ Uᵢ(x) for every i, और Uⱼ(y) > Uⱼ(x) for at least one j।
Feasible y ऐसी न मिले → x Pareto efficient।
Quick example: A=(2,4), B=(4,5): B
Utility Possibility Set: Resources/technology/preferences के अनुसार attainable utility combinations।
| Efficiency | Smooth interior condition | Meaning |
|---|---|---|
| Product mix | Common MRSₓᵧ = MRTₓᵧ | Consumers’ trade-off = technological output trade-off। |
MRTSᴸᴷ = MPᴸ/MPᴷ; L horizontal, K vertical → isoquant slope = −MRTS।
MRTₓᵧ = −dY/dX on PPF।
Undistorted competitive benchmark: MRSᴬ=MRSᴮ=pₓ/pᵧ=MRT; MRTS in both sectors = w/r।
Why equalize? यदि A की MRS=4, B की MRS=2 है, तो A एक extra X के लिए ज्यादा Y देने को तैयार है। Suitable exchange ratio between 2 and 4 पर small mutually beneficial trade possible हो सकता है।
5. Fundamental Welfare Theorems ⭐ Most Important
First Welfare Theorem: competitive equilibrium → efficiency
Statement: Standard complete-market, price-taking setting में, locally non-satiated preferences और no unpriced external effects के साथ competitive equilibrium allocation Pareto efficient होती है। Consumers optimize, firms profit maximize और markets clear हों। Public-good / information / missing-market problems
Proof intuition: Suppose another feasible allocation सबको कम-से-कम उतना utility और किसी एक को strictly more देती है।
Second Welfare Theorem: desired efficient allocation → decentralization
Statement: Standard convex preferences/production sets और relevant continuity, monotonicity तथा regularity conditions में, efficient allocation को appropriate prices और lump-sum redistribution of initial wealth/endowments के बाद competitive outcome के रूप में support किया जा सकता है।
Lump-sum transfer household के current marginal work/consumption decision से directly linked नहीं; income tax और per-unit tax generally ऐसी transfer नहीं हैं।
| Question | First theorem | Second theorem |
|---|---|---|
| Direction | Equilibrium → Pareto efficiency | Efficiency → support after redistribution |
| Convexity | Not essential for efficiency of an existing equilibrium | Central in standard supporting-price argument |
| Equity? | Fairness/equality promised नहीं | Distribution choose करने की conceptual possibility; practical feasibility guaranteed नहीं |
| Guarantee? | Existence/uniqueness/stability नहीं | Original endowments unchanged रखकर हर optimum नहीं |
History trap: Welfare theorems की earlier roots हैं; modern rigorous results Arrow और Debreu के work से जुड़े हैं।
6. Kaldor, Hicks और Scitovsky compensation criteria ⭐
| Criterion | Core question | Memory trick |
|---|---|---|
| K = winners can pay |
| H = losers cannot prevent |
| Kaldor–Hicks efficiency | Potential compensation / monetary surplus idea; actual compensation जरूरी नहीं | “Could compensate” ≠ “Did compensate” |
| Scitovsky double criterion | Forward move Kaldor test pass करे और reverse move Kaldor test fail करे | S = two directions check |
G = winners’ maximum payments; L = losers’ required compensation।
G > L → positive potential net gain; transfer T with L ≤ T < G losers
Example: Winners’ willingness to pay ₹120; losers’ required compensation ₹80। Potential surplus ₹40। बिना transfer loser worse off हो सकता है → Kaldor pass, actual Pareto improvement जरूरी नहीं। यदि costless transfer ₹90 सच में दिया जाए: winners retain ₹30, losers get ₹10 above requirement → दोनों gain। ये numbers complete utility-based money valuations मानते हैं; केवल accounting profit/loss को हमेशा WTP/WTA न मानें।
Wealth Maximization
Outcome को monetary willingness to pay / willingness to accept और opportunity costs के अनुसार value करना—economic analysis of law में Posner की प्रमुख association। Wealth here केवल cash stock नहीं; monetary value of relevant resources/services है। Ability to pay endowment/income
7. Social Welfare Function (SWF) ⭐
Bergson–Samuelson SWF: W=W(U₁,…,Uₙ), given ethical judgments
| Form | Formula | Meaning / caution |
|---|---|---|
| Utilitarian / Benthamite | W=ΣUᵢ | Total specified utility maximize; interpersonal cardinal comparability चाहिए। Equal utility allocation जरूरी नहीं। |
| Weighted utilitarian | W=ΣaᵢUᵢ, aᵢ>0 | Different positive ethical weights; social IC slope between A/B = −aᴬ/aᴮ। |
| Rawlsian / maximin | W=min{U₁,…,Uₙ} | Lowest utility improve करें। |
| Nash-type product | W=ΠUᵢ, Uᵢ>0 | Product / sum of logs representation। Positive utilities की normalization matters। |
| Nash bargaining | Max Π(Uᵢ−dᵢ), Uᵢ≥dᵢ | dᵢ=disagreement utility; bargaining gains product, arbitrary utility level product |
Two-point comparison: X=(9,1), Y=(4,4)। Sum: 10>8 → X; min: 1<4 → Y; product: 9<16 → Y। Different criteria, different answer।
Social optimum on UPF
Social IC slope = −Wᴬ/Wᴮ; UPF slope = F′(Uᴬ)।
Interior optimum: Wᴬ/Wᴮ = −F′(Uᴬ)।
Compare boundaries और global feasibility; kinked SWF में derivative equality जरूरी नहीं।
Graph reading: UPF Uᴮ=12−(Uᴬ)²; W=4Uᴬ+Uᴮ।
Maximin graph: Same UPF पर largest common minimum के लिए Uᴬ=Uᴮ=t, t=12−t² → t=3। Optimum (3,3)।
Fixed total income M, identical increasing concave u(m), no redistribution cost, equal welfare weights: max Σu(mᵢ) subject to Σmᵢ=M → interior u′(mᵢ) equal। Strict concavity तथा identical utilities में equal incomes। Weighted / different utilities: aᵢuᵢ′(mᵢ)=λ; income equality जरूरी नहीं।
8. Arrow’s Impossibility और voting paradox — NET advanced
Standard finite-voter formulation में at least three alternatives हों तो ये requirements simultaneously satisfy करने वाला non-dictatorial rule नहीं:
- Unrestricted domain: सभी complete/transitive individual preference profiles allowed।
- Pareto / unanimity: Everyone strictly prefers x to y → society
Condorcet cycle: Voter 1: A>B>C; voter 2: B>C>A; voter 3: C>A>B। Pairwise majority: A beats B, B beats C, C beats A—हर voter transitive, group majority cyclic।
9. Market failure, social surplus और corrective policies
Negative production externality
If MSB=MPB=MB, corrective per-unit tax t*=MEC(Q*), relevant competitive benchmark में।
Positive external benefit: MSB=MPB+MEB; suitable subsidy s*=MEB(Q*)।
Graph में MB=20−Q, MPC=4+Q, MEC=4। Private Q=8; social Q=6; tax 4। Overproduction की marginal welfare loss MSC−MB=2Q−12; Q=6 से 8 के बीच triangle: DWL=½×2×4=4। Tax revenue transfer है; entire tax payment को DWL कहना गलत।
Pure public good: Samuelson condition
ΣMRSᵢᴳˣ=MRTᴳˣ; numeraire-money formulation ΣMBᵢ(G)=MC(G)।
Public good के marginal benefits vertically add; private-good market demands common price पर horizontally add।
Graph में MBᴬ=12−G, MBᴮ=8−G और MC=8। Relevant G≤8 range में sum=20−2G; G*=6। At G=6: benefits 6+2=8। Individual MB=MC अलग-अलग लगाना common public-good provision का सही rule नहीं।
Partial-equilibrium welfare checklist
Total monetary surplus = CS+PS basic competitive, no-externality benchmark में। Quasilinear utility / negligible income effects जैसी conditions में CS monetary welfare का exact / useful measure बनता है; general utility-based welfare को CS+PS से हमेशा equate न करें। Monopoly mark-up और lower output textbook DWL देते हैं; redistribution और real resource loss अलग रखें।
10. Second Best, limitations और final exam traps
PGT connection — Maximum Social Advantage: Public Finance में marginal social benefit of expenditure और marginal social sacrifice of taxation का balance, given framework में। MSB=MSS smooth interior comparison है। यह public finance principle, Pareto optimum, Kaldor–Hicks test और Samuelson public-good rule अलग questions answer करते हैं।
- Perfect equality और perfect efficiency separate goals; trade-off की degree model पर depend करती है।
11. अंतिम revision table ⭐
| MCQ clue | Correct recall | Trap |
|---|---|---|

| No feasible improvement | Pareto efficiency | Not necessarily fair/equal |
| Exchange / factors / product mix | MRS equality / MRTS equality / MRS=MRT | Interior conditions, check corners |
| Existing competitive equilibrium | First theorem → efficiency | Not existence/uniqueness; no convexity required for efficiency result |
| Efficient target + redistribution | Second theorem; convexity important | Original endowments unchanged
| Winners can compensate | Kaldor, 1939 | Potential ≠ paid |
| Losers cannot prevent | Hicks, 1939 | Perspective
| Forward pass + reverse fail | Scitovsky, 1941 | Not complete welfare ranking |
| Explicit ethical SWF | Bergson, 1938; Samuelson, 1947 | Burk = Bergson original author name |
| Sum / min / product | Utilitarian / maximin / Nash-type | Utility scale and disagreement point matter |
| Social IC tangent to UPF | Wᴬ/Wᴮ=−F′ | UPF axes utilities; PPF axes outputs |
| 3+ alternatives; aggregation | Arrow, 1951; U, P, IIA, ND + rational output | Not impossibility of all ethical judgments |
| Public-good benefit aggregation | ΣMB=MC; vertical addition | Not each MB=MC |
| Unavoidable first-best violation | Second best, Lipsey–Lancaster, 1956 | Not automatic case for extra distortions |
Pareto → compensation → SWF → theorems → advanced traps के क्रम में practice करें।
